农业高校校办产业现代企业制度建设的思考

Discussion on establishing a modern enterprise system for agricultural college school-run industry

农业高校校办产业建立现代企业制度是农业高等教育发展和校办产业与市场经济接轨的必然要求,但目前农业高校校办产业发展中仍存在事企不分,责权不明、融资不畅、资金匮乏、发展不平衡等问题。为此,应当建立规范的产权体制、科学的组织机构、严格的财务管理制度和现代企业的人事管理体制,在继续推行承包经营责任制,实行所有权、经营权分离,改组为公司制产业等三种建立现代企业制度的模式间进行选择。

The establishment of a modern enterprise system for agricultural college school--run estate is the inevitable requirement of the development of higher agricultural education and the endtoend of school industry and market economy, but there still exist some problems in the ag- ricultural college school-run industrial development including indivision of administration and business management, unclear responsibilities and rights, unsmooth financing, lack of funds, and uneven development. Therefore, some feasible suggestions are proposed by establishing a standardized property system, a scientific administrative organization, a strict financial man- agement system and a modern enterprise personnel management system. On promoting the contractual management responsibility system, three modes of modern enterprise system inclu- ding exercising ownership, separating administration from business management right, and re- structuring of corporate industry are supposed to be selected.
