推进农民土地置换落户城镇的长效机制建设研究

*A Research on the Construction of a Long-term Mechanism to Promote the Peasantry Settlement in Towns by Means of Land Function Replacement

随着城镇化的快速推进,国家逐步放宽了户籍对农民的限制,各地都在加快农民土地置换落户城镇户籍政策的推进。这些政策涉及到亿万农民的根本利益,因此政策实施过程中农民土地权益保障,进城之后社会保障与公共服务权益保障等城镇化长效机制建设问题就成为当务之急。从土地制度完善、社会保障房建设、就业吸纳能力增强、社会保障制度健全等方面,提出了构建农民土地落户城镇长效机制建立的对策与建议,以促进国内城镇化进程稳步和谐推进。

Along with the rapid pace of urbanization, China deregulates the household registration on peasants gradually, and hence accelerates everywhere the household registration policy that peasants settle down in towns by means of land function replacement. Given that the policies are related to the fundamental interests of millions upon millions of peasants, the construction of a long-term mecha nism in urbanization construction becomes the top priority, which involves issues like the land right protection of peasants in the implementation of policy, and the guarantee of their social security and public service in towns. In order to steadily and harmoniously promote the urbanization in China, the paper puts forward measures to establish a long-term mechanism of peasantry settlement in towns by means of land function replacement in the aspects such as the improvement of land system, the construction of social low-income housing, the enhancement of employment absorption capacity, the perfection of social security system, etc.
