摘要
从组织理论角度看,政府行为属于典型的集体行动。地方政府集体行动能力既是政府能力建设的重要维度,也是政府执行力的重要基础,还外化为地方政府机关效能的高低和领导干部作风的好坏。本文以干部考核评价制度为切入点,通过对Z市案例的实证分析,展示了干部考核评价制度如何形成目标导向、信息控制、激励约束三个机制加强政府系统内部自上而下单向度的控制,促进地方政府集体行动能力的提升。毋庸置疑,政府绝对不能脱离社会而构建集体行动能力,政府一致行动的能力越强,与社会联接就越要紧密。
From the perspective of organization theory,government behavior belongs to typical collective action.Collective action ability of local government is an important dimension of government capacity and the basis for government execution.It is also externalized as administrative efficacy and cadres' working style.In this paper,based on case study,it is proved that cadre evaluation system can promote collective action ability of local government by three interactive mechanisms target driving,information control and selective Incentives.There is no doubt that the local government’s building of collective action ability must not be separated from civil society.
