摘要
滞留是海事部门在船舶安检中使用最多的行政措施之一。文章主要对船舶安检滞留是否属于行政强制措施进行了分析论证,并就滞留与禁止离港的关系、海事部门签发《禁止离港通知书》的做法进行了探讨。
Detention is one of the most frequently used control measures in ship safety mspectiou. The paper discusses whether detention is Compulsory Administrative Measure, and analyses the relationship between detention and ship＇ s departure prohibition, and the practice of issuing Notice of Departure Prohibited by maritime authorities.
