加大力度开发致密油和页岩油增强国家能源安全保障

Make greater efforts to develop tight oil and shale oil enhance the security of national energy

能源资源需求不断增大、供给持续紧张是我国目前经济发展面临的突出问题。加大力度开发致密油和页岩油将有效缓解国家能源安全的紧张局面。但是,目前我国发展致密油和页岩油存在着缺乏统一规划、财税政策支持力度小、基础研究薄弱等问题,为此,建议尽快制定致密油和页岩油发展战略和相关规划,大力加强致密油和页岩油基础理论研究、开展致密油和页岩油勘探开发关键技术攻关,尽快完善我国致密油和页岩油开发利用的财税优惠政策。

The increasing demand and the sustained tension of energy and resources supply becomes an outstanding problem in China’s current economic development.Intensifying the development of tight oil and shale oil will effectively ease the tensions of the national energy security.However,China’s development of tight oil and shale oil exist the problems such as lack of unified planning,small support of fiscal and taxation policy,weak basic research issues and so on.Therefore,proposals of formulating development strategies and related planning as soon as possible,vigorously strengthening the basic theory research and the scientific problem tackling,improving the fiscal and taxation support policies of tight oil and shale oil development and utilization have been put forward.
