摘要
针对财政贴息实际操作中支出效益不佳、作用效果达不到预定目的这一问题，本文提出在保证贴息的政策前提下，应坚持按效益选项；根据贴息融资支出乘数对经济的影响，合理确定不同经济阶段下的贴息规模；突出重点，消除所有制歧视，并建立完善的贴息监管体系。
Because of the problems of expenditu re low efficiency and not-realized expect ed results i n practical operation of financial disco unt,this paper points out that protectio n should be chosen in accordance with thei r efficiency on the premise of ensuring discount policy.According to the effect that the expenditure multiplier financia l discount has on economy,discount scale s should be reasonably stipulated in dif ferent economic stages, emphasis should be put on to eliminate ownership system di scrimination and a perfect discount supervision system be establis hed.
