要战略调整国有经济布局和改组国有企业 ,搞好国有资产的流动和重组 ,首先应对国有经济的进与退 ,有所为与有所不为有一个明确的认识 ,在此基础上 ,采用切实可行的方式 ,通过最有效的途径与措施 。

If we intend to adjust the distribution of state owned economy and reorganize SOEs in order to better state owned assets and reorganization,we should first clearly recognize the advances and retreats,what can be done and what can′t be done of the sate owned economy.On the basis of this,we should adopt feasible measures and,through the most effective ways and measures,realize the optimization grouping of state owned economy.\;
