Selling Hospital in One of Top 100 Counties

兖州市人民医院的被动式改制，既是政府与医院的无奈之举也是公立医院举债扩张的恶果之一。2013年6月15日，山东省充州市政府突然宣布将兖州市人民医院（下称“人民医院”）改制为非营利性股份制医院，并由本地民营企业华勤集团控股。事先，医院内部员工，甚至连当地政府某些关键部门的内部人士对此也不知情。

Yanzhou government announced unexpectedly that the nature of Yanzhou city People’s Hospital became nonproit shareholding hospital, and the main shareholder was a private enterprise called Huaqin Group on June 15 th , 2013. Neither the hospital staf nor some administrative staff in local government knew this information before the announcement. This passive transformation is not only the last-ditch move for the local government and People’s Hospital, but also the consequence of the hospital expansion by loans.
