法国中小企业政策及其启示分析——基于镶嵌自主性理论

Analysis on French SMEs’Policy and Its Inspiration Based on the Embedded Autonomy Theory

受全球金融危机影响,政府出台了一系列政策措施来稳定和促进中小企业发展。借鉴危机前后法国中小企业政策变化,运用Evans的镶嵌自主性理论,分析政府中小企业政策所体现出的不同作用,对政策与中小企业之间的融合关系进行了考证,并结合我国中小企业发展现状指出政府应制定产业升级与转移、产业集群、中小企业的素质提升、中小企业融资、农村创业扶持及中小企业出口等方面的政策,促进中小企业的发展。

For the global financial crisis, the government has issued a series of policy measures to stabilize and promote the devel- opment of SMEs. This paper researches the French SME policy changes after the crisis, and using Evans~ embedded au- tonomy theory to analyzes the role of government in SMEs＇ policy. After that, this paper expcores the relationship be- tween policy and SMEs, and draws some policy ideas that government should develop policies on industrial upgrading and transfer, industrial clusters, SMEs＇ quality enhancing, SMEs＇ financing, entrepreneurship supporting in rural are- as and SMEs＇ export, to promote the development of SMEs.
