本文围绕WTO对汇率问题是否有管辖权、是否有解决汇率争端的规则、WTO是否适合解决汇率争端等几个方面进行了分析,指出汇率问题宜磋商解决,在WTO成员方没有就影响贸易的汇率问题达成约束性纪律之前,现有规则难以解决这一争议。

This Paper focuses on Exchange-rate Misalignment and addresses the question of Whether the WTO has jurisdiction, whether there are rules to resolve the currency dispute, and whether the WTO is the appropriate forum to solve the problem, pointed out that it is hard for any member to challenge this issue in the dispute Settlement System of the World Trade Organization （WTO） before the WTO members have reached a binding discipline on currency issues.
