Operation Sky hawk was planned as the first joint military exercise for October 1959 since the NORAD was put into place.Yet due to disagreements over timing and consultation process,the Canadian government unilaterally opted to stop,thus beginning the first open collision between Canada and the U.S.in the field of security during the Cold War.The article aims to probe into,based on primary documents,its process and the causes of failure as well as its effect on Canadian-American security relationship.
