Enacting "Beijing Municipal Traffic Ordinance" Is an Important Way to Deal with Traffic Jams

交通拥堵是一个世界性的难题。站在构建世界城市的高度,从国内外对城市交通立法状况和解决城市交通拥堵的法律对策出发,阐述制定北京城市交通法规所应遵守的客观规律,指出研究和制定北京城市交通法规的基本思路和方法,并根据北京城市的特点和功能定位总结经验,引进吸收国际的经验,提出制定北京城市交通法规的目标和相关的十条思路。

Traffic jam is a problem hard to deal with around the world. Considering from building a global city, and starting from legislative actualities of urban traffic and legal ways to deal with urban traffic jams home and abroad, this article discusses objective laws we should abide by when enacting Beijing municipal traffic rules and regulations. The article points out basic ideas and methods for research and enactment of Beijing municipal traffic rules and regulations, and on basis of experience summary of the municipal characteristics of Beijing, its function positioning and international experience, sets a target on the enactment with ten relevant policies.
