我国资源利用“循环不经济”问题突出

The Highlighted Problem of“Circular but Diseconomy” in China’s Resource Utilization

循环经济发展理念逐步深入人心,但我国在资源利用方面的"循环不经济"问题却十分突出。从微观领域看,循环经济只注重循环,不注重经济,缺乏市场经济环境下发展的动力。当前不少企业发展循环经济,能够循环起来,但不经济,结果导致企业不愿加大循环经济投资,最先进的技术难以得到推广,企业发展循环经济的动力逐渐减弱。发展循环经济存在长期利益与短期利益的矛盾,而政策和政府调控手段是化解矛盾的重要方法。因此,应借鉴美日德等发达国家发展循环经济的经验,通过政府完善政策机制,逐步完善促进循环经济发展的法律法规体系、政策支撑体系、技术创新体系、有效激励制约机制等,形成政府推动、企业实施、社会参与的工作机制。

The idea of the development of circular economy has already taken root among the people, but the problem of ＂circular but diseconomy＂ in China＇s resource utilization is still serious. In the micro field, in developing circular economy, we pay much more attention to the circular aspects than the economy aspect; and there is the lack of motivation of development in the light of market economy. The enterprises will not invest more in the development of circular economy. The most advanced technology can not be applied and popularized; and the motivation for the enterprises to develop circular economy has been weakened. There is the conflict between long-term and short-term interest in the development of circular economy, and the policy and government control is one of the important means to resolve this conflict. So, we should learn from the experiences of other advanced countries and gradually improve the related law and regulation system, government policy support system, technological innovation system and the motivation and restriction mechanism with the help of government, and formulate the mechanism of government promotion, enterprises implementation and society participation.
