How Hsue-shen Tsien becomes Commander of Sciences? It is an important approach to answer Hsue-shen Tsien question. In the first place, on the shoulder of Commander of Sciences Von Karman, Hsue-shen Tsien has developed into distingtlished aerodynamics scientist and new commander of aerodynamics. In the second place, Hsue-shen Tsien decides to study future "rocket science", acting as theoretical designer of the first American rocket. At the same time, Hsue-shen Tsien has precious chance to see German, American, Japanese rocket development with Von Karman, drafting American Rocket Science Project. In the last place, Hsue-shen Tsien is extremely rare for new China, he urges for Chinese rocket and missile enterprises, carrying out tactic technical decisions and establishing a series of new institution. He is the truly commander of Chinese rocket and missile enterprise.
