在产业转移中地方政府一定需要“有所为”吗？--基于异质性企业模型的拓展

Will the Local Government Need to "Do Something" in the Industrial Transfer?——Based on the Development of the Model of Heterogeneity Enterprises

本文在异质性企业模型基础上进行拓展,研究产业转移过程中政府是否要"有所为,有所不为",并且对企业转移中出现的双向转移进行了研究。研究发现:首先,无论同质性企业假定,还是异质性企业假定,本地市场效应,即较大的市场会吸引超过其比例的企业,都会对产业转移产生影响;其次,成本差异越大,会导致更多的低成本企业迁至较大市场规模地区,同时更多的高成本企业迁至较小市场规模地区;最后,本地市场效应的影响程度是一个关于低成本企业数量的非单调函数:它先减少,再增长,最后再减少。在此理论的基础上,本文对不同地区(欠发达地区和发达地区)的地方政府推动产业转移的政策提出了建议。

Based on the enterprise heterogeneity model, the paper study whether the government should＂ it is somewhat, do not be somewhat＂ in the process of the industry transfer, and bidirectional transfer in the enterprise transfer. This paper finds that：first, whether homogeneity or heterogen ket will attract more than the proportion of enterprises） eity will of enterprises assume, the home market effect （ i. e. larger marbe influence on the industry transfer; secondly, the bigger the cost difference , it will lead to more low - cost business move to larger market area, while more high cost company move to smaller market area; finally, the local market effect degree is non monotonic function about the quantity of low - cost enter- prise ： it first decreases, then increases, then decreases. Based on the theory, this paper promote the recommendations on the industry transfer policy that different regions local government （underdeveloped areas and developed areas） .
