Transferring Policy Investment Patterns of Xinjiang Rural Road

结合新疆昌吉州农村公路养护的实例,研究分析如何改变政府投资模式,如何出台引导性政策带动地方积极性。分析表明,行政主管部门应结合当地农村公路的覆盖率情况,适时出台相关引导政策,提高农村公路好路率、通畅率,更有效地节约国家和地方资金。

This paper studies how to change the government investment patterns and how to drive local en- thusiasm by a guiding policy combining with the case of Xinjiang Changji rural road maintenance. The analysis shows that the administrative department shall timely issue the guiding policy according to the coverage of local rural road to improve good way rate and patency rate, more effectively save national and local fund.
