基于农村经济和农民视角的公路建设用地效果评价方法研究

Study on Evaluation Methods for Land Use Effects of Highway Construction from the View of Farmer and Rural Economy

基于农村经济和农民视角,以农村地区公路建设用地为评价对象,运用模糊综合评价方法,建立了公路建设用地效果评价手段。根据公路建设用地效果的负面和正面效应,选取定性与定量指标,利用标度法形成判断矩阵,依据形成的判断矩阵确定因素集中各元素的重要性,进而提出了准则层、次准则层和指标层的三级评价模型,最后形成了公路建设对占地区域用地效果合理性评价指标体系。依托G045公路"西宝高速公路"区段某区域的用地情况,验证了基于农村经济和农民视角的公路建设用地效果评价方法及该指标体系的有效性和适用性,可为同类公路建设用地效果评价提供技术参考。

Evaluation methods for land use effects of highway construction were built in the paper by applying fuzzy synthetic evalua- tion methods with highway construction land in rural area as the object of study from the perspective of farmer and rural economy. According to the negative and positive effects of land use in the highway construction, the qualitative indexes and quantitative indexes were selected and the judgment matrix was formed by using the scale method, which determines the weights of factors in the factors set. Thereby, three levels evaluation model including criterion layer, sub - criteria layer and index layer was created and rational rating in- dexes system of land use effects en occupied area in highway construction were established. The example ＂land use in the area along Xibao expressway sector of G045 expressway＂ was selected to verify the evaluation methods and the effectiveness and applicability of indexes system created in the paper. The study on evaluation methods in the paper can provide technical reference to land use effects c- valuation of other similar highway constructions.
