So- cial management innovation constitutes the most important and complex part in the building of a harmonious society. Social management has direct impact on the formation of the people＇s moral qualities. To stress ideological and mor- al education in social management is beneficial to improve people＇s moral qualities, meanwhile, social management innovation can be promoted by people＇s good ideological and moral quality.
