水文基础数据通用平台开发及应用

General Platform Development and Application of Hydrological Basic Data

针对传统水文自动测报系统中的设备重复部署、系统庞杂易出故障及系统的“封闭性”和“专用性”而难于管理的状况，由水利部水文局牵头开发了水文基础数据通用平台，通用平台对水文用户和设备厂商完全开放，通过规范和可扩充的数据定义、业务编码和数据传输规约，对用户和厂商提供持续支持。通用平台具有高效的数据传输和处理功能，为水文监测用户提供专业数据服务，避免重复建设和投资，具备很高的性价比和推广价值。

As traditional hydrological equipment system features with repetition, huge, and inclining to accident, closure and difficult manage ment, basic data platform of hydrology was developed by the Bureau of Hydrology, Ministry of Water Resources. This platform was completely open to hydrological users and equipment manufacturers,and also the continued support was provided by normative and extensible data defini- tion, service code, and data transmission protocol. This platform had efficient data transmission and processing function, so it could provide pro fessional service to hydrological users. At the same time, repeated construction and investment could be avoided, so it had high performance-cost ratio and popularization value.
