南水北调工程生态环境变化遥感监测与评价构想

摘要 南水北调工程本身是一把双刃剑,它的实施将产生巨大的经济效益、环境效益和生态效益,但也会给调水区和受水区带来双面的生态环境影响。现从南水北调工程的背景及三线工程情况人手,分析了可能存在的部分生态环境问题,介绍了通过遥感手段进行监测的必要性和实用性,探讨了生态环境影响涉及的遥感监测、分析和评价的目标;遥感监测的主要内容及可能的成果形式。三线调水工程在对遥感技术的应用上还有进一步深入的空间,如果能充分发挥遥感快速、客观、观测范围大的优势,将会对整个输水工程起到较大的推动作用。 The South-to-North Water Diversion Project is a double-edged sword itself. The project will bring huge ecological, environmental and economic benefit. However, some environmental and ecological impacts including positive and negative ones will also come along with it. In this paper, background and status of the three routes are introduced, necessity and practicability of remote sensing are analyzed and the objectives and main research contents of remote sensing monitoring and evaluation are discussed. Remote sensing technique could do more work on the project based on its advantage of quickness,objectiveness and wider observe ability. Full application of remote sensing monitoring would be better drive to the whole water diversion project.
