关于农业用水价格机制的探讨

Discussion on Agricultural Water Price Mechanism

一定条件下，过低的农业用水价格，会造成农民灌溉用水的浪费，过高的用水价格会造成农民因负担不起浇地水费开支而放弃灌水。基于市场经济下，水商品价格对农业用水的影响，建立一套新的更合理的农业水价形成机制，以灌水高效益、供水单位正常运营、不超过农民水费支付能力为内容，兼顾科学与公平，充分发挥农业用水价格杠杆的作用，激励农民提高自我节水意识，最大限度地发挥农业用水的生产效率。

Under certain conditions,lower agricultural water price will trigger farmers to waste irrigation water, while hLgher water price will cause farmers＇unaffordable the irrigated water fee to abandon irrigation. Based on the market economy, the paper analyzes the influence of water price to agricultural water use, establishes a new and more reasonable water price formation mechanism, irrigation to ensure the high efficiency of irrigation, the normal operation of the water supply units, and not exceeding farmers＇paying capacity of water fee. Both scientifically and fairly, we should make full use of agricultural water price leverage to encourage farmers to increase self-awareness of saving water, and to maximize the use of water for agricultural production efficiency.
