青岛市科技人才环境现状及优化对策研究

Study on the environmental status and optimizing strategy of the S & T talents in Qingdao city

科技人才环境关系到人才的引进和保留,进而关系到城市的发展。运用前期开发的《青岛市科技人才环境评价指标体系》,通过实证研究,考察青岛市科技人才环境的现状,发现青岛市科技人才环境既有城市的开放程度较高、文明卫生状况较好、外资利用程度较高以及和谐的人际氛围等优势,也存在着交通拥挤、社会保障与医疗投入力度不大、基础教育投入不足等劣势。青岛市优化科技人才环境应注重观念的转变和制度建设,加大公共投入,发挥科技园区作用,引导企业优化人才微观环境。

The environment for the talent of science and technology affects the attraction and retaining of the talent, and then, affects the development of the city. Using the former Evaluation Index System for Science and Technology Talent Environment in Qingdao, with empirical research on investigating the environmental status of the science and technology talent in Qingdao, the paper discovers that the science and technology talent environment in Qingdao has the advantages of outward-oriented city environment, sound conditions of sanitation and civilization, fully utilization of foreign investment, harmonious interpersonal atmosphere, ere, and the disadvantages of traffic congestion, insufficient investment in social security, medical treatment, and basic education, etc. When it comes to the optimization of the environment for the talent of science and technology, Qingdao should focus on the concept transformation and institution construction to increase public investment, make full use of Science and Technology Park, and guide enterprises to optimize microcosmic environment for the talent.
