低碳城市综合评价指标体系构建

频繁发生的自然灾害已经威胁到人类的生存,化石燃料的过度消耗无疑是导致全球变暖和自然灾害发生的主要诱因之一。要想保证人类的可持续发展,就必须摆脱目前面临的困境,实行低碳经济发展模式不失为一条可行路径。为推进各地区、各城市的低碳经济发展,衡量其低碳建设的实际水平,从低碳经济、低碳城市的概念和特征入手,在充分汲取已有研究成果的基础上,构建低碳城市综合评价指标体系,以期对各地低碳建设进行规范和引导,为制定低碳发展战略提供依据。

The frequent occurrence of natural disasters have threaten the survival of human being, and the excessive consumption of fossil fuel is undoubtedly one of the main causes leading to global warming and natural disasters. In order to ensure the sustainable development of human being, the current predicament must be cast off, and the implementation of low carbon economy development mode is one of the feasible paths. In order to promote the development of low carbon economy in different areas and cities, and to evaluate their actual level of low carbon construction, the connotations and characteristics of low carbon economy and low carbon city are analyzed, and the comprehensive evaluating indicator system of low carbon city is constructed based on sufficient reference of research results, so as to regulate and lead the low carbon construction in different areas, and to provide basis for the constitution of low carbon development strategy.
