Evaluation Research on Financing Factors Affecting Social Endowment Insurance of New Rural——Based on Principal Component Analysis and Analytic Hierarchy Process

2009年国务院启动了新型农村社会养老保险(简称"新农保")的试点工作,对农村居民养老保障有着决定性意义。在详细分析"新农保"的实施情况基础上,利用主成分分析法和层次分析法,对河北省农村的养老保险缺位情况进行了深入的研究。分析表明:筹资机制不完善是河北省农村养老保险问题的根源所在,探讨了可能影响新型农村社会养老保险制度可持续发展的主要因素,然后提出针对性对策建议,旨在增强新型农村社会养老保险制度的可持续性,促进农村养老保险事业的进一步完善和发展。

The State Council launched a new rural social pension insurance （as the ＂new agricultural insurance＂ ） of the pilot system in 2009, which has a decisive significance to the rural old - age security. The essay is based on the detailed understanding of the implement of ＂the new agricultural insurance＂. The principal component analysis method and analytic hierarchy process are used to study the absence of old - age insurance in rural areas in Hebei province. The analysis shows that the financing mechanism is not perfect is the root of the problem of rural endowment insurance in Hebei Province. The essay analyses the main factors that may affect the sustainable devel- opment of the new rural social pension insurance system , and then put forward countermeasures and suggestions , in order to enhance the sustainability of the new rural social pension insurance system and promote the further development of rural endowment insurance.
