全力做好《黄河流域综合规划》的实施与管理

Effective implementation and management of Master Plan of Yellow River Basin

作为黄河流域开发、利用、节约、保护水资源和防治水害的重要依据,《黄河流域综合规划(2012—2030年)》已经得到国务院批复,对维持黄河健康生命、支撑流域经济社会可持续发展具有重要意义。介绍了规划确定的黄河治理开发与保护目标任务、总体布局等,提出了构建水沙调控、防洪减淤、水土流失综合防治、水资源合理配置和高效利用、水资源和水生态保护以及流域综合管理等"六大体系"的重点任务,并从推进项目前期工作、完善规划体系、强化规划管理等方面提出了规划实施的措施、手段以及规划实施的保障措施。

Being the important base for development, utilization conservation, water resources protection and water-related disaster reduction, Master Plan of Yellow River Basin （2012-2030） approved by the State Council has far reaching significance to sustain health of Yellow River and sustainable development of its economy and society. An introduction is made on specified objectives and tasks and general layout. ＂Six systems＂ including water-sand control, flood prevention and siltation reduction, control of soil erosion, rational allocation of water and effective utilization, water and ecosystem protection and integrated river basin management as main tasks are put forward. In order to ensure successful implementation of the plan, other measures for promoting early-stage work, improving planning system and management are also raised.
