《黄河流域综合规划(2012—2030年)》的实施,对于保障黄河流域的防洪安全、供水安全、生态安全,具有极为重要的作用,但从长远来看,协调黄河水沙关系仍是一项艰巨而复杂的任务。要长期坚持不懈地进行水土流失综合治理,减少入黄泥沙,进一步加强节约用水,继续实施跨流域调水,有效增加黄河的水资源量,利用完善的水沙调控体系科学调控水沙,保障黄河防洪安全、供水安全和生态安全,维持黄河健康生命,谋求黄河长治久安。

Implementation of Master Plan of Yellow River Basin （2012-2030） plays an important role in safeguarding flood control, water supply and ecological safety in the basin. From long-term point of view, properly dealing with relationship between water and sand is a hard and complex task. In order to sustain health and ensure long-term safety of Yellow River, it is suggested to continue efforts to control soil erosion, reduce sedimentation, strengthen water conservation, implement cross-basin water diversion, increase available water and scientifically regulation of water and sand for securing flood control safety, water supply safety and ecological safety.
