对松花江流域水利发展有关问题的认识和体会

Understanding of issues related to water development in Songhua River Basin

历经5年时间,《松花江流域综合规划》于2013年3月获国务院正式批复。对松花江流域规划编制过程中涉及的流域水资源配置、灌溉发展思路、如何处理发展与保护的关系、调整丰满水电站任务、利用洪水资源及推广水稻控制灌溉技术等重大问题进行了分析和探讨,为进一步理解和贯彻规划提供参考。

Master Plan of Songhua River Basin was finally approved in March 2013 by the State Council after five years of hard working. Analysis and discussions are made on the key issues related to process of plan preparation, in terms of positioning of basin water allocation, irrigation development, how to properly deal with relationship between development and protection, making adjustment of mission of Fengman Hydropower Station, making beneficial use of floodwater and extension of irrigation technology for limiting water use in paddy field, which is of great help to the understanding and implementation of the plan.
