突出量质并重 保障流域供水安全

Securing water supply by quality and quantity control in Taihu Lake Basin

太湖流域综合规划针对经济社会发展需求及流域水利面临的形势,坚持以人为本、人水和谐,突出量质并重,着力解决流域饮用水安全保障程度低、水资源和水环境承载能力低等突出问题。规划提出优化流域饮用水水源地布局,加快供水安全保障工程建设,建立和完善城乡供水备用水源体系,保障流域人民饮用水安全;规划坚持治污为先,坚持入河污染物总量与断面水质浓度双控制,加强太湖、太浦河、望虞河等重要河湖水域和省际边界主要水功能区水质浓度控制和监督管理;完善流域防洪减灾、水资源配置和水环境改善"三位一体"的流域综合治理工程布局,加强江河湖水系连通,促进流域水生态环境改善。规划实施后,可提供更清洁的水源和更充足的水量,满足流域经济持续稳定增长、城市人口持续聚集、居民生活水平不断提高对流域供水安全提出的更高要求。

Critical issues are included in Master Plan of Taihu Lake Basin, such as putting people on the center, harmony between man and water, focusing on both quality and quantity, low guarantee rate of drinking water supply and low carrying capacity of water resources and environment, facing the critical situation of fiver basin degradation and needs of social and economic development. The plan proposes to optimize layout of drinking water sources, accelerate water supply project construction, give priority to pollution control, control total pollutants discharge and concentration in rivers and cross sections, strengthen pollution control and monitoring in water bodies of Taihu, Taipu River and Wangyu River and key water function zones of boundaries of provinces, perfect project layout of three aspects of flood control, water allocation and environment improvement, connect water systems of rivers and lakes and improve ecosystems of the basin. The plan will help to provide sufficient clean water and satisfy the needs of sustainable and stable development and higher requirement of people to water safety in the basin after its implementation.
