降低网损和消除阻塞的有序用电模式与方法 被引量:25

摘要 我国长期面临高峰时期电力不足的问题,为此提出了有序用电的模式、模型与方法。通过在时间维度上有序移动负荷,实现削峰填谷,保证用户的电量需求;同时,通过各节点负荷移峰在空间上的配合,实现降低网损、消除阻塞。时间与空间两个维度的优化用电赋予需求侧管理新的内涵,有利于充分利用有限的电力资源、提高电网的安全与经济运行水平。为了尽可能少地改变用户用电习惯,对用户采取就近移峰;对于节点负荷移峰的空间配合,提出了内嵌网损和安全约束的模型与方法,但模型中的二次约束使这一问题难以直接优化求解,维持采用分段线性化的方法实现了模型的高效求解。IEEE-30节点系统的算例结果表明,所提方法能够在兼顾降低网损、消除阻塞的情况下实现有序用电。 In view of power shortage during peak load period that power consumers in China have to be faced with,a pattern and method as well as corresponding approach for orderly power utilization are proposed.By means of load shifting in temporal dimension,the peak load shaving is implemented and the electricity demand of consumers can be ensured.Meanwhile,through spatial coordination of nodal load shifting,the transmission loss can be reduced and the transmission congestion can be eliminated.The power utilization optimization in both spatial and temporal dimensions endows demand side management with new connotation,and is favorable to fully utilize limited power sources and improve secure and economic operation level of power grid.To change consumers’ electricity usage habits as little as possible,the locally peak load shifting is adopted for consumers;for spatial coordination of nodal peak load shifting,a model and method,in which the transmission loss and security constraints are embedded,are put forward,however it is difficult to optimize and solve this problem directly due to the quadratic constraint in this model,the method of piecewise linearization is continued to use and the put forward model is solved efficiently.Simulation results of IEEE 30-bus system show that the orderly power utilization can be implemented by the proposed method while both reduction of transmission loss and elimination of transmission congestion can be taken into account.
