中国外交3.0版:十八大后的中国外交新走向

China Diplomacy 3. 0: China New Diplomacy in Post 18th Party Congress

随着全球化发展和中国融入世界程度的加深,国际安全压力和国内发展压力均呈现急剧上升的态势,对中国外交长期坚持的一系列战略原则和思维形成了严峻挑战,要求推动中国外交转型,在更宽视野和更高平台上把握中国和平发展的方向。中共十八大对中国外交进行了重新规划,中国外交在心态、姿态、理念及行为上,正从"被动应对内外挑战"的压力型外交向"主动进行布局谋势"的动力型外交转变。十八大以后的中国外交将呈现为不同于改革开放前的革命外交、改革开放以来的发展外交的3.0版外交,步入了负责任大国外交的新时代。

With the deepening of globalization and China＇s increasing involvement in the world, international security pressure and national development tension both shown a trend of steadily increasing, which become a harsh challenge for China＇s diplomacy to keep on a series of strategic principles and ways of thinking. That demands necessary diplomatic transformation with broaden horizon and on higher platform to assure China on the right track of developing peacefully. During the 18th National Congress of CPC, Chinese leaders have set up new plans about China diplomacy, which means changing from negatively undertaking to positively planning in its mentality, attitude and concepts. After the 18th National Congress of CPC, China＇s diplomacy will show 3.0 version diplomacy of responsible great power that is different from the diplomacy in revolution or reform era.
