摘要
高校家庭经济困难学生资助工作对贫困生顺利入学并完成学业,促进教育公平、社会公平具有重要的意义。2007年新资助政策体系的建立,进一步推动了高校资助工作的深入开展,取得了显著的资助效益。而在资助工作实际操作过程中却存在着贫困认定不准确、有偿资助和无偿资助比例失调和资助资金使用不合理的现象。针对这些现象从经济学角度分析其原因,提出贫困认定相关各方权责清晰、调整比例和加强激励约束机制建设的对策建议,以期实现资助资金的最大效益。
College students'financial aid is beneficial to the enrollment and graduation of students with family financial difficul- ties and the improvement of education equality and social justice. The establishment of a new subsidy policy in 2007 has achieved re- markable effectiveness by further promoting the work of college stadents'finmlcial aid. During the operational process, some negative consequences have occurred, such as the incorrect poverty identification, the imbalanced proportion between paid assistance and the free assistance and the improper use of assistance funds. Form the perspective of economics, this paper analyzes the reasons behind these phenomena and puts forward some countermeasures such as the clear rights and responsibilities of the related parties, the regula- tion of the proportion and the building up of the incentive and control mechanism, and then the maximum benefit of the subsidy funds will be gained.
