摘要
元明以降淮河流域灾害频发。面对灾害,封建官府和民间社会都曾采取过相应的社会保障和社会救助措施,应当一定程度上肯定这些保障和救助措施,尤其是社会和民间组织应对灾害时的表现,从中我们可以吸取一定的经验与教训。
Disasters have been frequently taking place in Huaihe River basin since Yuan and Ming Dynasties. Faced with dis- asters, the feudal governments and civil societies, especially non - government organizations, all have taken corresponding social se- curity and social assistance measures, from which we should learn some experience and lessons.
