高技术产业知识产权保护、金融发展与创新效率——基于省级面板数据的研究

Intellectual Property Protection,Financial Development and Innovation Efficiency of High Technology Industry——Analysis Based on Provincial Panel Data

应用数据包络的方法估计了样本期间内中国30个省区市高技术产业的创新效率,实证分析了知识产权保护与金融发展对创新效率的影响程度与方向。研究发现:金融发展水平与创新效率之间呈现出显著的正相关关系,并且金融发展水平越高,对创新效率的促进作用越显著。知识产权保护与创新效率之间呈现倒"U"型关系,通过加强知识产权保护可以提高创新效率;如果力度已经足够,再继续加强知识产权保护则会减弱对创新效率产生的积极影响。

This paper estimates the innovation efficiency of high technology industry in Chinese 30 provinces by DEA analysis method during the sample periodand analyze the effects of intellectual property protection and degree of financial develop- ment on the innovation efficiency. The result shows that financial development has significant positive impact on the innova- tion efficiency. And the regression test shows that the increase of financial development will positively increase the innova- tion efficiency. While there exists an inverse U - shaped relationship between intellectual property protection and innovation rate. It observes that a sharpening of intellectual property protection raises the innovation rate when intellectual property pro- tection is loose. However,when protection is already tight a further increase can be harmful for innovation rate.
