引领低碳经济的绿色领导模式:意义、内涵与路径

On the Significance,Implications and Path of Green Leadership Mode in a Low-carbon Economy

低碳经济的本质是变革人类文明中无限扩张的欲望导向,低碳经济的出路是用正确的领导模式理性地引导公众。适应并能引领低碳经济的绿色领导模式,是在领导理念(包括方法论、外界规定性认识、组织状态判断、价值观、目标思想、举措思想)、领导体制(包括全球政治体制、区域政治体制)、领导机制(包括决策机制、监督机制、评价机制、纠错机制)、领导方法(包括战略性方法、战术性方法)、领导素质(包括思想素质、能力素质)、领导利益(包括利益机制)各方面进行全面而深刻的生态化变革,形成德治领导模式。构建绿色领导模式的路径,发达国家是变革现行民主制度,发展中国家是先民主化、后绿色化,中国可分三步走。

The essence of low-carbon economy is to change the orientation of human desires for unlimited expan- sion in human civilization. Its way out is to adopt an appropriate leadership mode to guide the public rationally. Green leadership mode is something that can adapt to and lead the low-carbon economy. It is a series of compre- hensive and profound ecological reforms in leadership ideals （ including methodology, external prescriptive cogni- tion, organizational status judgment, values, goal thought and initiative thought）, leadership systems （including global and regional political system）, leadership mechanisms （including decision-making mechanism, monito- ring mechanism, evaluation mechanism and error correction mechanism） , leadership approaches （ including stra- tegic and tactical approach）, leadership qualities （including ideological quality and personal ability） and lead- ing interest （ including interest mechanism） , which compose the mode of Rule-of-Virtue leadership. The way to construct a green leadership mode in developed countries is to make reforms to their existing democratic system while in developing countries is to shift from a democratic to a green mode. As for China, we may follow a three- step approach.
