中国化学品环境立法的完善方向

On Perfection of China's Legislations of Environmental Management of Chemicals

化学品环境管理是我国环境管理中的薄弱环节。我国当前化学品立法位阶较低,体系繁杂。由全国人大常委会制定一部化学品基本法是加强化学品环境管理的迫切需求,在化学品基本法中应当强化对现有化学品的环境管理,建立或完善化学品环境自愿协议制度、污染物排放与转移登记制度、环境污染责任强制保险制度。

Environmental management of chemicals is the weak link in China＇s environmental management. The current rank of China＇s chemical legislation is low, with its system being complicated. There is an urgent need to enact a Basic Law of Chemicals by the Standing Committee of the National People＇s Congress to strengthen the environmental management of chemicals. In the Basic Law, we should strengthen the environmental management of existing chemicals, establish or improve the systems of chemical environmental voluntary agreements, registra- tion of pollutant release and transfer, as well as the mandatory insurance of environmental pollution.
