On Function Orientation and Structural Reform of Sub-district Office:An Analysis Based on the Task Organization

街道办事处是我国城市管理中一种传统的制度,为适应国家宏观政策的变迁,尤其是在从重经济增长到重社会分配和公共服务的转变中,街道办事处这一组织机构需要进行有效改革。要将街道办事处视作政府履行职能而做出的策略性选择,从任务型组织理论对街道办事处性质和功能进行定位。

Sub-district office is a traditional urban management system in China. To adapt to the changes of na- tional macro-policies, especially with a transformation from economy-oriented society to one that emphasizes so- cial distribution and public service, sub-district office calls for effective reforms. Sub-district office should be considered as a strategic choice in the functioning of Government. It may be reasonable to elaborate and interpret the reform in a new perspective and framework of task-based organization theory.
