摘要
SPS措施作为以保护人类和动植物健康为由的卫生和动植物检疫措施,在WTO建立以来逐步取代传统的关税贸易壁垒,成为新一轮的技术贸易壁垒。本文在前人研究的基础上结合湖南省猪肉出口实地调研结果,阐释了在SPS措施影响下湖南省的猪肉出口现状;采用实地调研的方式获取第一手资料,用定量分析手法将SPS措施对湖南省肉出口影响的深度以及广度呈现出来;对如何应对SPS措施的消极影响提出积极的应对措施。
Sanitary and Phyto-sanitary Measures （＂SPS＂）, with the aim to protect human and animals, have gradually replaced traditional tariff barriers since WTO and become the new technical barriers. Based on previous study, this paper introduces the status quo of pork export industries in Hunan, analyzes in depth the impacts of SPS measures on it in a quantitative way and provides countermeasures to the negative impacts due to SPS.
