摘要
近年来,党和政府在加大对高校腐败行为查处力度的同时,更加注重防止腐败行为发生的制度建设,其中重要的一项就是对高校公职人员的外部行为进行限制,以避免个人利益与公共利益之间发生冲突而引发腐败行为。这一制度的实行在一定范围内有效阻断了以公权谋取私利的渠道,对我国高校廉政建设起到了重要作用。但随着形势的发展变化,已有的外部行为限制制度在针对性、具体操作性及惩处的威慑性等方面都显现出一定的局限性,因此,针对具有教育行业特点的重点领域及重点岗位进行限制,推行高校问责制度,综合运用多种处罚方式等,是制度完善中需要特别注意的。
In recent years, the Communist Party of China and the government make a great effort to against corruption. At the same time, they pay more attention to the prevention system. To limit some behavior of the workers in university is an important intent of the prevention system. It achieves the purpose of preventing corruption by avoiding conflicts between indi- vidual interests and public interests. It played an important roll in building a cleaning university. But when the situation has been a new development, it shows some limitations in pertinence, the specific operation and punishment. In this situation, ac cording to the characteristics of educational system, we should limit some behavior of the persons, who works in the areas of high incidence of corruption, implement the accountabilitv systemand use some methods of punishment synthetically.
