流动人口犯罪现象值得关注,其犯罪特征十分明显。导致流动人口犯罪多发的原因是多方面的,经济因素、社会因素和个体因素相互杂糅,在各自范围内都对流动人口犯罪的发生产生一定影响。防治流动人口犯罪,重在预防,需做到预防与治理相结合。由此,转变刑事制裁观念,提倡积极预防,贯彻宽严相济的刑事政策和创新社会管理体制尤为必要。

The crime of itinerant population has its own characteristic and is worthy of great atten- tion. The causes that contribute to this phenomenon are various, including economic, social and in-dividual factors. The focal point in preventing and governing the crime of itinerant population should be put on the former, which requires a combination of the two. Thus, it is very important to change people＇s concept concerning the criminal sanction, advocate active prevention, implement the criminal policy that carries punishment with leniency, and innovate social managerial system.
