浅析世界森林资源产权发展趋势及对我国的启示

The Development Trend of Forest Resources Property and Its Inspiration to China

虽然从全球层面来看,国有森林面积占全球森林面积的大多数,森林资源产权以公有制为主,但近几年来,社区、个人和私营公司拥有并管理的森林趋势日益明显,森林资源的私有制变化趋势日益明显,亚洲的一些国家已经开始渐进式林权制度改革,将森林管理和使用权由国家层面向私有层面转让。面对森林资源产权的发展趋势,我国应当从森林资源的多元效益出发,注重资源的所有和利用,以明确森林资源产权为基础,加强机制和能力建设,坚持森林资源的市场配置和国家的适度干预,以森林资源公共所有权为主导,推进产权制度多元化,要建立森林资源动态评价体系。

Although from global level the majority of forest area is the state/public forest, and public ownership is a dominant system of world forest resources property, the trend of community, individual and private companies owning and managing forest has become increasingly apparent, and the privatization of forest resources is becoming increasingly evident. Some Asian countries have begun to promote the forest tenure reform, transferring a part of forest management and use rights from the national level to private level. According to the privatization trend, China should attach importance to ownership and utilization of resources for the multiple benefits of forest resources; strengthen the construction of mechanism and capacity on the basis of clarifying forest resources property; adhere to the market allocation and state intervention~ and promote diversified property right system with the public ownership as the leading mode, to set up dynamic evaluation system of forest resources_
