摘要
建立现代、开放、创造、市场化的文化创意产业是贵州经济社会发展的战略问题,也是提升贵州文化事业发展水平的重要条件。贵州文化创意产业存在的制度约束包括:文化创意理念和认识严重滞后;"企社学"(企业、社会、学术机构)等参与的文化事业管理环节被政府部门过度管制化;文化创意的研发严重滞后;非公有制企业被"过度管制",非公有制企业未得到应有的市场自由;以开发为导向的文化创意产业网络尚未形成,结构亟待调整。改革路径包括:推进企社学环节的去政府管制化的总体性改革;建立以企业为主体,非公有制企业主导的文化创意产业研发制度;改革健全文化项目评估机制,突出文化创意产业的社会价值导向等。
The establishment of a modern, open, creative and marketized culture and creativity industry is the strategic issue in the economic and social development and animportant condition in the promotion of cultural development in Guizhou.The existing mechanism constraint includes philosophical underdevelopment, the over restraint in culture management, the underdevelopment in research and development, the lack of market freedom in non-public enterprises, the lack of a development-oriented industrial network and the structure. The relevant reforming route includes: the overall reform eliminating the role of the government, the establishment of researching and developing mechanism with the subject of non-public enterprises, the improvement of project evaluation system and the establishment of a creativity-oriented social value.
