广东高校产学研组织模式分析与政策建议

Analysis on Organization Mode of Cooperation among Enterprises,Universities and Research Institutes in Guangdong and Policy Recommendations

目前很多高校与企业的产学研联系都建立在短期的项目合作基础上,如何建立产学研合作的长效机制是面临的重要问题。通过对华南理工大学产学研组织形式、合作对象和合作形式,以及广东外语外贸大学结合多语种研究优势建立的国际战略研究院和国际服务外包研究院的产学研模式的梳理,提出高校应在校级层面进行制度设计,为产学研提供组织保障条件,有利于高校与政府、企业建立长期稳定的产学研合作关系;同时也提出教学型大学应该结合自身优势学科、瞄准具体产业、推动产学研工作发展,高职院校注意加强与中小企业的合作等政策建议。

Currently the cooperation among enterprises, universities and research institutes are based on short period project. How to make a long - term mechanism for cooperation is a hot topic. The paper analyzes the organization form, co - operation partners and co - operation form of cooperation of South China University of Technology. It also analyzes Guangdong research institute for international strategies and research institute of international services outsourcing founded by Guangdong University of Foreign Studies based on multilingual research advantage. Finally the paper puts forward some policy proposals that institutional design should be advocated in university level to provide organizational guarantee for universities, government and enterprises to build a long - term cooperation relationship. Teaching university should aim at specific industry to push the cooperation work forward based on advanced subjects. Besides, vocational colleges should pay attention to collaborate with small and medium enterprises.
