新建本科院校大学章程建设的思考

The Charter Construction of Newly-established Universities

由于社会历史原因,我国高等教育发展还很不平衡,尤其是新建本科院校在大学章程制定和执行方面存在不少制约因素。但是大学章程建设是加快建立有中国特色现代大学制度、提高高等教育育人效能的基础工程,作为新建本科院校必须统一思想,凝聚共识;广泛宣传,充分论证;切实把握《高等学校章程制定暂行办法》基本要素,以完善学校法人治理结构为重点,与依法治校紧密结合,在大学章程建设方面大胆探索,勇于实践。

The development of China＇s higher education is not balanced due to historical reasons. The newly-established universities encountered many constraints in the formulation and implement of university regulations. The University Statutes construction is a foundation work to speed up the establishment of a modem university system with Chinese characteristics and enhance educational effectiveness. The newlyestablished undergraduate colleges must unite a thought,reach consensus, extensive publicity and fully demonstrated, It also must grasp ＂higher school regulations provisional measures＂ basic elements, focus on improving corporation governance structure and close combined with the rule of law. The bold exploration of construction and practice in the university statutes must be promoted.
