当前控制性详细规划编制与实施管理方法探讨

Discussion on recent management method in the institutional structure and implementation of urban regulatory planning

控制性详细规划是我国城市规划体系中十分重要的法定规划,是城市规划实施的直接依据。本文从分析当前控规编制和实施管理存在的问题和成因入手,应对控制性详细规划的高调整率,从规划成果分层分类、规范调整修改程序等方面,提出"编、审、批、调"一体化的规划编制和实施管理的方法建议,使之能够适应规划法制化建设和市场经济环境下的多元需求。

Urban Regulatory Planning is one of the important elements of the urban planning system in China which provides the direct basis for the implementation of urban planning projects.The first part of the paper analyses the problems of the structure and management systems of the existing urban regulatory planning in China with its reasons.In order to make the urban regulatory planning system more adaptive to the frequent amendment of urban regulatory planning,this paper suggests to reconstruct the urban regulatory planning system and suggestions to guarantee the dynamic regulatory planning system The one stop dynamic working mechanism of＂publication,checking,approval,updating＂will be formed.It also meets the binomial demands of legalized planning system construction and marketing economies in many places.
