新型农村社区建设对青年参与的吸聚效应研究——以河南省新型农村社区为例

Research on the New Rural Community Construction’s Attraction Effects on the Youth’s Participation

调查表明,处于发展中的新型农村社区建设对青年参与有较大的吸聚效应;与传统的农村地区相比,新型农村社区的青年在人力资源结构、文化素养、生活方式等方面均发生了显著而积极的变化;社区青年对新型农村有着强烈的认同感,他们对新型农村社区建设带来生活的改善和收入的增加等抱有积极的预期;在社区建设参与方面,前期主要集中在宣传发动、房屋承建、民主参政等方面,后期主要集中在文化建设、行业(角色)转型、高效农业等方面;不同的参与渠道、不同的参与体制属性、不同的参与主体来源构成了多样化的青年参与方式。基于上述状况,加大农村青年参与新型农村社区建设的参与意识的挖掘与培育,需要在渠道利用、环境创设、人口流动机制、关注合理诉求、加强组织建设并强化组织功能等方面做好工作。

According to researches, the new rural community construction has great attraction effects on the youth＇s participation. Compared with the youth living in traditional rural areas, those who live in new rural communities have realized obvious and positive changes in terms of human resource structure, cultural qualities, living styles, and so on. The youth in the communities have strong recognition towards new rural areas. They have positive expectations in terms of perfected life and increased income, which are caused by the new rural community construction. The former stage of their participation in community construction mainly focuses on guarantee and encouragement, construction of houses, democratic participation in politics, and so on. While the latter stage mainly focuses on cuhural construction, professional transformation, highly-effective agriculture, and so on. Differerit participation channels, system natures, and sources of participating subjects have formed the youth＇s diversified participation modes. Based on the above situations, we should conduct effective work in the following aspects such as applying various channels, creating suitable environment, setting population migration system, paying attention to reasonable appeals, strengthening organizational constructions, and strengthening the organizations＇ functions, so as to discover and cultivate the youth＇ s consciousness for participating in new rural community construction.
