基于HRMS平台的公共部门5P模型管理

摘要 人力资源管理活动就其实质而言,是通过对组织人员的获取、甄选、保留和发展进行一系列的管理,从而使组织顺利实现其目标,使员工得以成长的过程。现代人力资源管理注重的是人员的有效配置,用现代的管理方法和手段增强管理成效。如何将这一理念引入公共部门,是目前国内、外学者都十分关注的领域,借助HRMS的人力资源5P模型管理模式在此问题上提供了全新的平台,为全面构建现代公共部门运行机制提供了可能性。论文结合公共部门特征关注和探讨了人力资源管理活动的模式及其应用。 Human Resource Management essentially means the process of organizations' achieving their goals and employees' growing through a series of managing activities which obtain, select, preserve and develop organizing human beings. Modem HRMS attaches its importance on effective allocation of employees, using modem managing means and methods to enhance man- agement effectiveness. At present, domestic and foreign scholars have paid close attention to how to put the concept into the public sector. With the help of HRMS system theory of SP model management, it provides the possibility of the construction of operation mechanism of modem public sector. Based on the characteristics of public sector, the paper discusses the model theory and its application of the activities of human resource management.
