摘要
以湖州市重点企业的专业技术人才为研究对象,发现企业专业技术人才结构不合理,企业对职称工作不重视,政企间职称信息不对称等问题。这主要归因于人才强企战略落实不到位和政府职称评价制度的不完善。为此,企业应该实施人才强企战略,平衡初、中、高级职称的比例,构建专业人才交流平台,建立合理、公平的报酬体系,开展员工职业生涯管理;政府应该加大职称政策的宣传力度,创新职称评价机制。
This paper takes the professional and technical personnel of the key enterprises in Huzhou as the object of study, and finds that these enterprises have several problems as follows: the unreasonable technical personnel structure; the ignorance on the importance of tech nical titles evaluation and the asymmetric information about technical titles evaluation between governments and enterprises. These problems attributes to the unsound talent thriving strategy in enterprises and the government's imperfect titles evaluation system. Therefore, the en- terprises should build proper talent thriving strategy, keep early, middle and senior titles proportionally balanced, construct professionals exchange platform, establish reasonable and fair pay system and conduct employee career management. At the same time, government should intensify the propaganda of titles policy and innovate in the titles evaluation mechanism.
