Strengthening and Making Innovation in Rural Social Administration

加强和创新农村社会管理是时代命题。论文立足于社会学原理与方法对农村社会管理问题进行探讨,分析认为:从微观层面,应从代际关系、夫妻关系和干群关系等角度协调农村社会关系;应强化法治干预与严控强势群体参与农村资源的分利,以规范农村社会行为;应从分类治理的角度出发,妥善应对和化解农村社会矛盾;以农村教育作为切入点,打破城乡教育二元结构制度,促进农村社会公正;治理隐性环境污染,更加重视农村食品安全问题,以应对农村社会风险,而促进农村社会稳定则需从更为宏观的角度加强,如协调农村经济分化后的贫富阶层关系、依靠法治保障规范农村社会行为、重拾群众路线的工作方法,以化解农村社会矛盾和加快城乡一体化或城乡统筹的步伐以促进农村社会公正等。

This paper probes the issues in rural social administration based on methods and principles of sociology. Research indicates that we should coordinate rural social relationships by targeting relationship between generations, conjugal relationship and relationship between cadres and masses. Besides ,we should also strengthen the legal in-terference and strictly control the advantaged group who participates in the distribution of rural resource interest to regularize code of behavior in rural society. From the perspective of categorized governance, we should properly handle and resolve the rural social conflicts. We should take rural education as point of cut-in to break the system of binary structure of urban-rural education and to promote the rural social justice. We should govern the latent en- vironmental pollution and pay more attention to the food safety in rural areas in order to cope with social risks in ru- ral areas. However, in order to maintain the rural socia） stability, we need to do more on the macro level. For exam- ple, we need to coordinate the relationship between the poor and the rich, regularize the rural social behavior by law, resolve social conflicts in rural areas by relying on the rural public and promote the rural social justice by accel- erating the pace of urban-rural integration or urban- rural coordination.
