兵团人口老龄化问题分析

Analysis of Corps Population Aging Problem in XPCC

人口老龄化的迅速发展对社会、经济、家庭产生了巨大的影响,逐渐引起了社会的重视。新疆生产建设兵团担负着屯垦戍边和维稳的重任,是具有特殊体制的社会组织,目前人口老龄化问题比较突出。该文对兵团人口老龄化现状、特点、养老模式等进行分析,认为应通过控制兵团老龄化增长速度,完善养老保险制度,开发利用老年劳动力资源,完善养老基础设施建设,鼓励养老产业模式创新等手段,应对兵团出现的人口老龄化问题。

The rapid aging of population has a great influence on society, economy and family, gradually drawing the public attention. XPCC, a administrative organization with special system, shoulders the responsibility of reclamation, frontier defense and stability maintenance. Now its age problem is stand- ing out. After conducting an analysis of the current situation of population aging in XPCC, pension mode, the paper puts forwards the corresponding countermeasures, including slowing down the aging rate, bettering endowment insurance system, making use of the old-aged as part of workforce, perfec ting the pension infrastructure and encouraging innovation of old-aged caring industry.
