On the Cultural Construction of China's Balanced Urban and Rural Development

文化建设既是统筹城乡发展具体体现,也是推进城乡一体化发展的内在要求。统筹城乡发展中的文化建设面临着多元文化冲突的困境,传统文化的没落和个人主义、消费主义、西方价值观念以及大众文化的兴起,使得传统文化原本维护社会秩序的作用逐渐淡化。在多元文化冲突的背景下,统筹城乡发展中的文化建设面临着城乡之间文化发展不均衡、乡村公共文化服务供给与现实脱节、城市化发展与原生态文化相冲突等问题。要建立统筹城乡发展的文化新格局,应从政府战略的高度,对文化建设进行规划性论证,形成以政府为主导的合作供给机制;建立科学合理的文化管理架构;理清政府的职能范围;加强对农民文化权益的保障;加大公共文化财政投入。

Cultural construction is not only an embodiment of a balanced urban and rural development, but also an intrinsic requirement for the promotion of the harmonious development between urban and rural areas. The cultural construction, in the process of balancing urban and rural development, is facing predicaments with multicultural conflicts, the decline of traditional cultures and the rises of individualism, consumerism, Western values and mass culture, which have under-mined the function of traditional cultures to maintain social orders. Against the background of multicultural conflicts, cul-tural construction is facing such problems as imbalanced cultural development between urban and rural areas, widening gaps between the demand and supply of public cultural services in rural areas as well as clashes between urbanization and the original cultures. To establish a new cultural pattern in the process of balancing the urban and rural development, a strategic stance of the government must be taken and a planning demonstration for the cultural construction must be con- ducted to form a collaborative demand-and-supply mechanism guided by the government; a scientific and reasonable cul-tural management structure must be set up; the government＇s function must be clarified; the protection of the farming people＇ cultural rights must be strenghthened; the financial investment in public culture must be increased.
